Committee approves ZTA 24‑04 to allow dormitories in Takoma Park CR zones, removes CSR overlay

The Montgomery County Planning, Housing and Parks Committee voted to approve ZTA 24‑04, a zoning text amendment to allow dormitories as a limited use in the County’s CR and CRN zones and to remove the older CSR overlay that staff called obsolete.
Council staff told the committee a public hearing on Sept. 17 drew one speaker, the planning board transmitted the ZTA with a recommendation to support it, and required impact statements were received. The amendment was described as an implementation step for the Takoma Park minor master plan; council staff said the change would enable the Adventist campus to develop dormitories subject to site plan review.
“A public hearing was held on 09/17/2024… the planning board transmitted the ZTA, so, of course, recommended supporting it,” council staff said during the presentation. Staff also reported that a climate assessment found no new impacts and an OLLO RESJ impact statement noted potential benefits for BIPOC residents in need of student housing.
Committee members raised no objections and the chair put the staff recommendation to the committee, which approved it as recommended. Staff noted an amendment request to ensure the Takoma Park East‑Silver Spring (TPESS) overlay is also removed per the master plan language; the ZTA will be edited in the packet to bracket that change for future renumbering and review.
The committee’s approval sends the zoning text amendment forward for the next steps in the council process.
