Ely council approves PILT IGA, awards cemetery curb-and-gutter bid and signs Verizon lease amendment

The Ely City Council approved several administrative and fiscal items during its May 14 meeting, including a new intergovernmental payment-in-lieu-of-taxes (PILT) agreement with White Pine County, the award of a cemetery curb-and-gutter construction contract, and a lease amendment with Verizon.
Council adopted Resolution 2026-05 authorizing an Intergovernmental Agreement with White Pine County that ties annual in-lieu payments to property-tax and mining net-proceeds formulas rather than the prior CTX arrangement. Mayor Nathan Robertson said the change moved Ely out of the previous guaranteed-minimum CTX structure and into a percentage-based agreement; he told the council the city expects roughly $300,000 this year under the new formula. Councilman Dennis Perea moved approval and Councilman Terrill Trask seconded; the motion passed unanimously.
The council awarded the Cemetery Curb and Gutter Project (PWP# WP-2026-377) to DT Masonry LLC, the lowest responsible bidder at $98,410, with funding and closeout to be managed by Public Works and City Engineering. Council also approved a Second Amendment to the lease with AirTouch Cellular Inc. d/b/a Verizon Wireless to clarify terms and avoid open-ended arrangements.
On a routine utilities-board request, the council removed past-due utility fee penalties up to $45.54 for 11 Avenue K at the property owner’s request. The consent agenda (minutes and bills) was approved earlier in the meeting.
All motions recorded in these agenda items passed unanimously.
