Resident accuses city of selective enforcement, seeks $26,883.76 reimbursement for sewer work

Resident George Chachas used both public-comment opportunities to press the council for written answers on multiple enforcement and public-works issues. At the meeting's opening public comment, he said an agenda item about an Interlocal Agreement showed a 22.5% increase without a dollar amount and asked for the agreement's financial impact on the city.

Chachas alleged selective enforcement by building inspectors and said a six-foot metal fence had been installed in the 1200 block of Mill Street, circling down Dickerson and around the 1200 block of Murray Street without clear authorization. He said the White Pine Mobile Home Park demolition site lacks fencing and warning signage and described it as a safety hazard.

Chachas also asked who authorized a sewer clean-out connection at 785 Bell Avenue and repeated that the city still owes him $26,883.76 for curing a sewer problem at 681 Parker Avenue, which he said was caused by a plug on the city portion of the line. He cited federal law prohibiting discrimination on federally assisted utilities and said the City's actions amounted to discrimination; councilors did not provide documentation in response during the meeting.

In a later public-comment period, Chachas reiterated the requests for written answers about construction at 292 Aultman Street (storage vs. commercial, footing/foundation compliance), questioned paving methods on 17th Street, requested the Railroad audit the city purchased, and asked who owns Avenue A. The council did not supply the requested documents during the meeting.
