The Ely City Council unanimously appointed Stephen J. Bishop to the Ely Municipal Court's panel of substitute judges, citing NRS 5.023(1) as the statutory basis for the appointment. Municipal Judge Matt Hibbs said the panel is necessary because Ely has a small bench and occasional conflicts or absences require outside judges.
Judge Hibbs recommended compensating pro tempore judges at $100 per case; he, City Attorney Chris Arabia and City Treasurer Janette Trask discussed travel-related costs. Arabia urged council to grant discretion for additional compensation when travel or full-day service was required. Council voted unanimously to set pro tempore compensation at $100 per case and to allow discretionary travel compensation under the City travel policy.
Council also approved releasing a Request for Proposals to create a list of conflict prosecutors available when the City Attorney has a conflict of interest or is otherwise unavailable.
