City Treasurer Janette Trask explained the percentage-based approach was intended to allow the parties to adjust contributions if overall budgets contract, and that the mayor had discussed an out-clause to reopen negotiations if necessary.
Council discussion touched on fiscal risk and potential safeguards: Councilman Dennis Perea asked whether the city had discussed stop-loss or spending caps; Treasurer Trask replied there is an option to renegotiate and that the percentage model should lower contributions if costs decline. A member of the public had earlier noted a 22.5% increase in the materials he reviewed and requested clearer dollar amounts; councilors did not provide a different figure during the discussion.
The motion to approve the Interlocal Agreement passed unanimously.
