Green Township Committee approves grant application and bills list; minutes approved

The Green Township Committee on March 3 voted unanimously to authorize submission of an Action Municipal Alliance grant application and approved the bills list covering Feb. 13–27, 2025.

Resolution 2025‑63 authorizes submission of a fiscal year 2026 Action Municipal Alliance strategic plan to the Governor's Council on Substance Use Disorder. The resolution lists a requested grant amount of $6,037.00, a cash match of $1,509.25 and in‑kind match of $4,527.75. Committee member Margaret “Peg” Phillips moved the resolution and Bader Qarmout seconded; the roll call vote recorded Phillips, Qarmout and Mayor Virginia “Ginnie” Raffay as voting yes.

The Committee also adopted Resolution 2025‑64 accepting the bills list for 02/13/2025–02/27/2025. The attached finance report prints a bills list total of $1,084,498.48 (this figure includes previously disbursed school tax and payroll checks shown on the report). The motion to approve the bills list was made by Qarmout, seconded by Phillips, and passed on roll call with Phillips, Qarmout and Mayor Raffay voting yes.

The Committee approved the minutes of the February 19, 2025 regular meeting and executive session; the roll call showed Phillips and Mayor Raffay voting in favor and Qarmout abstaining. The Committee then adopted Resolution ES2025‑04 to enter executive session at 7:15 p.m. for discussion of potential acquisition of real property related to a proposed rail trail and for attorney‑client advice regarding a Sussex Habitat memorandum of understanding; the meeting returned to open session at 7:49 p.m. and adjourned at 7:50 p.m. Mayor Raffay said no action was anticipated following executive session.

No additional formal actions were taken at the March 3 meeting.
