Green Township approves $120,000 transfer, accepts bills list and schedules budget introduction

At its Feb. 19 meeting the Green Township Committee approved several routine financial actions and received a budget update from the township’s CMFO.
Resolution 2025‑59 authorized the township CFO to cancel a $120,000 balance from the Reserve for Revaluation/Reassessment and transfer the amount to Deferred Charges: Special Emergency Authorizations. The motion (Phillips) was seconded by Rose and passed on a roll call vote with Phillips, Rose and Mayor Virginia Raffay voting aye; James DeYoung and Bader Qarmout were absent.
The committee also adopted Resolution 2025‑61 approving the bills list dated Jan. 17 through Feb. 12, 2025. The itemized bills list attached to the minutes included current payments and previously disbursed items; the meeting attachments show a clearing‑account total for the bills presented of $160,231.97 and additional previously disbursed payroll and tax payments noted in the attached report. Resolution 2025‑62 accepted Developers Escrow Trust bills for the period Jan. 16 to Feb. 11, 2025.
CMFO Linda Di Lorenzo reviewed updated budget worksheets during the meeting and explained line‑item revisions since the prior workshop; the committee had no questions. The CMFO said the budget introduction is scheduled for March 17 and adoption for April 21, 2025.
Township Clerk Mark Zschack reported administrative deadlines and updates tied to budgeting and capital work: the NJDEP Municipal Tonnage Grant application materials were mailed to commercial entities with a submission deadline of March 29, 2025; the Lake Tranquility Drainage Study RFP bid opening is scheduled for Feb. 21 at 11:00 a.m.; and speed‑limit sign mapping is about half complete, with roughly 75 signs recorded so far.
