Sewell's Point approves $10.17 million base bid for South Sewell's Point Road Phase 3; alternate items deferred

Town project staff presented results from the second bid for South Sewell's Point Road Phase 3 and recommended awarding the base contract to JW Cheatham. Staff described the project scope — underground stormwater storage, stormwater treatment areas, pump systems, curbing/valley gutter and raising the road by about 1.5 feet — and explained how various grant sources (FEMA HMGP, DEP resiliency funds and ARPA-derived state funds) would be used to cover the work.
A single responsive bidder, JW Cheatham, submitted a base bid that staff negotiated down from the initially listed figures to a negotiated base of $10,166,900. Staff said alternative items (including River Road intersection work and other alternates labeled B and C) increased the cost and that some alternates were not fully covered by grants; alternates total about $415,000 that would come from the Capital Millage Fund unless other funding is identified.
Public commenter Cynthia Lucas urged the commission to fix neighborhood flooding and said prior work had flooded her property. Staff acknowledged her frustration and explained the bid includes excavation and retention work intended to reduce ponding and convey water to outfalls; staff said filling a single lot would worsen downstream effects.
Commissioner Mayfield moved to approve the base bid for Phase 3 at $10,166,900; the motion passed on a roll-call vote. The commission authorized staff to pursue price reductions on alternates and to return at the next meeting for decisions on alternate B and C and capital-fund allocations.
