“We had a conference call with them today… if there is additional funds… would DEP allow us to move any additional funding that surplus funding,” staff said, adding DEP would confirm within roughly 48 hours whether funds could be moved between phases. Staff recommended accepting the grant to cover Phase 3 shortfalls and to preserve matching capacity.
Commissioners discussed grant‑match rules (federal vs. federal matching limits) and possible reallocations. A motion to accept the $2,750,000 in DEP funding passed on a roll-call vote.
Staff said the funding will be applied to Phase 3 shortfalls and to match other grant sources where allowable under grant rules; final allocation and any reallocation across project phases will depend on DEP approval.
