Commission approves porch lights, picket fence and several commercial signs; elects new chair

The Lynchburg Historic Preservation Commission approved multiple small-scale exterior projects and commercial sign changes during its July meeting, then conducted annual business and elected new leadership.
Homeowners Jacqueline Junior Linis and an associate sought permission to install a front porch light at 414 Clay Street and to reinstall previously removed lights and add a 4-foot picket fence at 911 Rivermont for child safety and privacy. "We have requested to install the front porch light," Jacqueline Junior Linis said, noting the house is nearly complete and she would provide photos when work is finished. Commissioners asked that the fixture chain be shortened and the light raised so it does not dominate the façade; the commission approved both requests as submitted.
Contractor Scott McBride presented a non-lighted painted aluminum sign with vinyl graphics for a commercial property at 2486 Rivermont on behalf of Darnetta Lynn Murphy; the commission approved placement between windows and a mortar-mounted attachment. A like-for-like replacement sign at 2627 Old Forest Road (applicant Bobby Harris) was approved in the applicant's absence.
At 2477 Rivermont, St. John's Episcopal Church sought to replace two pole signs with two brick monument signs and to add ground uplighting for the new monuments. Charles Schindler, junior warden at St. John's, said, "There will be lights on them," and commissioners clarified that any uplighting will require a later submission showing the lighting fixtures and placement for review. The commission approved the two new brick signs and the removal of the two pole signs; the applicant agreed to remove the old BB&T pole sign promptly.
During annual business, the commission moved elections to the end of the meeting. Members nominated and elected Mike as chair and a vice chair by voice vote; bylaws amendments were not proposed and the meeting adjourned.
Several approvals included the condition that applicants update staff with photos or return with specific fixture drawings when required by guidelines; building and trade permits remain subject to standard city permitting processes.
