Members of the public gave mixed testimony. Fernanda Thomas asked the council to reject hiring outside the budget cycle, saying the proposal “was proposed outside the budget cycle” and raised concerns about a $1,000,000 line item she said had not been reviewed. Bianca Maldonado, speaking for her neighborhood association, urged more officers to improve response times and said the group had unanimously supported additional staffing.
Council discussion covered competing priorities: some members emphasized the independent study that recommended staffing increases to reach a 60/40 patrol-to-calls model, while others pressed for fuller financial context, an audit of overtime and more detail about potential trade-offs during the ongoing budget process. Councilmember Villagrán and others said public safety must be prioritized; other councilmembers argued the item belonged in the budget season and supported postponement.
A motion and second to postpone the resolution carried. The item will be taken up again at the May 1 public-safety committee meeting, where councilmembers asked staff to bring detailed budget analysis, overtime reports and clearer implementation timelines.
No hiring occurred at the meeting; council directed additional staff work and review before any final vote.
