Snow said the new form would allow year‑over‑year comparison and produce a single composite score.
Councilor Henry and others objected that some items did not align strictly with the city manager job description and could introduce double‑counting of certain cross‑cutting items. Vice Chair Champagne and Councilor Schwan said they appreciated the objectivity of numeric measures and the emphasis on measurable outcomes and accountability. City Manager (Dr.) Lucius recommended some category adjustments and suggested moving certain items to improve clarity between strategic and leadership measures.
After discussion and a request from several councilors to refine overlapping items and timing, the council moved and seconded a motion to continue the item to a future meeting (council agreed to revisit in August/October to schedule and finalize timing of the evaluation); the motion to continue passed 7–0. Staff will incorporate suggested edits and return with a revised form for consideration.
