Archdale Council rezones S. Main Street parcel to commercial and adopts zoning and subdivision updates

The Archdale City Council on March 24 approved multiple land-use actions, including a rezoning request for property in the 10200 block of South Main Street and text updates to the City's zoning and subdivision ordinances.
Planning Officer Matthew Talbott told the Council the applicant, Sunny Dhebaria, requested rezoning approximately 3.04 acres (Randolph County Parcel #7718942548) from R-15 (Single Family Residential) to B-1 (General Business). Talbott said the land is currently vacant and that the City's Future Land Use Plan designates the site as Commercial Corridor. During the public hearing Mr. Dhebaria stated the parcel previously contested on Knollwood had been removed from his rezoning application. After no public opposition, Councilman Roger Blackwell moved to approve the B-1 rezoning finding it consistent with the Future Land Use Plan; Councilman John Glass seconded and the motion passed unanimously.
Separately, Planning Director Jason Miller presented proposed text amendments to Article 6 (General Development Standards) and Article 8 (Off-Street Parking and Loading). The Council approved the zoning ordinance changes with an added condition explicitly allowing the City Council to approve Alternative Bicycle Parking Plans that permit deviations below the minimum bicycle parking spaces set in Section 8.14. Mayor Pro Tem Kelly Grooms made the motion, Councilman Glass seconded, and the motion passed unanimously.
Planning Administrator Matthew Wells then reviewed proposed updates to the Subdivision Ordinance (Section 4.4 on street design and Section 4.5 on shared-use paths/greenways). The Council adopted those updates by unanimous vote on the recommendation of staff.
Taken together, the actions update development standards for public infrastructure, pedestrian access, outdoor lighting, bicycle parking and loading rules, and street/greenway design. Council directed staff to incorporate the ordinance language into the City Code and to return any implementation questions to Council for future consideration.
