Council approves water connection at 5750 Old Poole Road but denies annexation
Summary

Planning Administrator Matthew Wells told the Council that homeowners petitioned to connect to the City'9s water line at 5750 Old Poole Road and that the request included a voluntary annexation because the property is in the city'9s extraterritorial jurisdiction. Staff said the property is roughly three and a half acres, zoned R-40, and not contiguous to city limits.
Councilman Roger Blackwell moved to approve the water-extension request at outside rates; Councilman William Wood seconded and the motion passed unanimously. During a subsequent public hearing on the related voluntary annexation, Councilman Blackwell moved to deny annexation for 5750 Old Poole Road; Mayor Pro Tem Kelly Grooms seconded and the motion to deny was approved unanimously.
Council members noted a prior, similar case at 5766 Old Poole Road in 2024 in which the water extension was granted but annexation was denied, which the Council used as a reference point in its decision.
No additional conditions or follow-up assignments were recorded other than the denial of annexation and the administrative steps to process the water extension at outside rates.
