Committee approves bartender license and several event permits, holds one fireworks beer permit for clarification

The Ordinance and Licensing Committee unanimously approved a first-time bartender license for Adonis Joyner on May 11 after a committee member reported no recent concerns in his record; the approval will be forwarded to the May 19 City Council consent agenda.
The committee also approved an AB-105 (full-service retail / event) application from North Pillar Brewing to operate at Friday Night Live on specified June–August dates after staff confirmed the adjacent business had an existing sidewalk-cafe permit and WDBA approved the street-closure footprint. The committee moved and approved that application unanimously.
Conversely, Ray’s Grain Brewing’s AB-105 application to serve at the Lowell Park fireworks on July 3 was held over. Staff pointed out the application described the entire park as the licensed premises, which would create enforcement difficulties (for example, underage access and uncontrolled open containers). The committee asked Ray’s Grain to amend the application to limit and mark a defined service area before returning to committee or council. Separately, the committee approved a large batch of invited license applications (137 items as listed on the agenda) to be forwarded to council.
Where disputes or procedural confusion arose — notably whether sidewalk-cafe or other city permits were required for some Friday Night Live setups — staff agreed to follow up with applicants and the clerk’s office to ensure consistent application of the ordinance before the May 19 council meeting.
