Questa council unanimously approves variances, multiple contracts and support resolution for Green Hydrogen project

The Village of Questa council voted unanimously Oct. 22 to approve a slate of variances, contracts and budget adjustments that village leaders said will advance infrastructure and planning work.
At the meeting called to order by Mayor Pro‑Tem Councilwoman Louise Gallegos, the council approved variance applications for Andamo Sanchez Sr. and Andamo Sanchez Jr. (40 St. Kathryn Drive) and for Larry Sanchez (115 Embargo Road). Councilor Brent Jaramillo moved to approve both variances and Councilwoman Katrina Gonzales seconded; the minutes record roll‑call votes of YES from Councilor Jason Gonzalez, Councilwoman Louise Gallegos, Councilwoman Katrina Gonzales and Councilor Brent Jaramillo.
The council then accepted Keers’ proposal for abatement work at the Questa Fire House under CES Contract #2024‑13‑C121‑ALL and granted the mayor authority to sign the final negotiated contract, and approved WH Pacific’s proposal to conduct a Preliminary Engineering Report (PER) for the village wastewater treatment facility under CES Contract #2023‑01‑C2111‑ALL. Both motions were moved by Councilwoman Katrina Gonzales, seconded by Councilor Brent Jaramillo, and recorded as passing unanimously.
Members also approved a Local Budget Adjustment Request (Local BAR FY25 Q1) and adopted Resolution 2024‑24, the State BAR FY25 Q1, both on unanimous recorded votes. The council carried forward an Oct. 8 agenda item to award RFP 2024‑01 for on‑call airport engineering services to Lochner and approved contract #2024‑01 with Lochner. Finally, the council approved Resolution 2024‑23 expressing support for the Green Hydrogen Project. All motions were recorded as unanimous (four YES votes).
The meeting minutes show each motion’s mover and seconder and record the roll‑call votes. Note: the minutes repeat nearly identical motion language in the variance sections (the motion for the Embargo Road variance repeats the earlier line referencing the St. Kathryn Drive applicants); the council’s recorded outcome for both variance items was approval.
The council had a quorum of four members in person with Mayor John Ortega absent and Councilor Jason Gonzalez participating virtually. The meeting adjourned at 6:52 p.m.
