Chickasaw County supervisors approve intergovernmental agreements, personnel moves and $1.11M in claims

Chickasaw County Board of Supervisors Chairperson Jacob Hackman convened the July 13 meeting in the courthouse boardroom in New Hampton. The five-member board approved the agenda and a series of motions authorizing intergovernmental agreements, personnel actions, policy updates and county payments.
The board unanimously approved a 28E agreement with the Iowa Department of Natural Resources concerning private wells after a motion by Supervisor Suckow and a second by Supervisor Cerwinske. The board also acknowledged an agreement to provide Environmental Health services with Mitchell County under Iowa Code Chapter 28E on a motion by Supervisor Cerwinske and a second by Supervisor Carter; that motion passed unanimously.
Supervisor Carter moved and Supervisor Breitbach seconded acknowledgment of the hiring of part-time on-call home care aide Elizabeth Deere, to begin July 20, 2026, at $17.90 per hour in Public Health; the board voted to approve the hire. The board likewise acknowledged the retirement of Public Health employee Ann Knutson, with a last day of December 31, 2026; that motion carried with Supervisor Breitbach recorded as abstaining and four ayes from the remaining supervisors.
On procurement and services, the board approved a Service Plan with BarCom for intelligent health monitoring and proactive systems services for the period July 1, 2026 through July 1, 2027 at an annual cost of $9,960, on a motion by Supervisor Breitbach seconded by Supervisor Cerwinske.
The board adopted administrative and operational policies, voting unanimously to adopt a Governmental Body Meeting Agenda Submission and Posting Policy and to update the Chickasaw County Vehicle Operations Policy. The board also designated the south entrance door or courthouse windows as the official posting location for public meeting notices under Iowa Code section 21.4.
Financial and oversight actions included approval of quarterly reports ending June 30, 2026 for the Auditor, Recorder and Sheriff; approval of payroll checks dated July 10, 2026; and approval of prior bills totaling $14,605.93. The board approved claims in the amount of $1,107,908.74 on a motion by Supervisor Breitbach, seconded by Supervisor Cerwinske; the meeting packet contains a detailed claims listing (vendor and line-item detail appears in the record).
Supervisors discussed FY25–26 budget results and the possibility of adding a clerk in the Auditor's office to assist with claims and payroll processing. The board reached a consensus to contact the county Human Resources lawyer for guidance on questions related to creating the position and next steps.
Conservation Director Chad Humpal provided department updates during the meeting. Supervisor Suckow left the meeting at 8:10 AM. Committee activity was noted by Supervisor Cerwinske (FMC Landfill on July 7 and Heartland Insurance on July 9). The board adjourned at 8:14 AM on a motion by Supervisor Cerwinske, seconded by Supervisor Breitbach; recorded vote: Ayes — Cerwinske, Breitbach, Carter, Hackman; Absent — Suckow.
Board Secretary Sheila Shekleton attested to the minutes; County Attorney David Laudner and media member Bob Fenske were recorded as present in the meeting attendance line.
