Village of Questa adopts FY2025 final budget; council approves quarterly BARs and routine items

Mayor Pro‑Tem Brent Jaramillo called the Village of Questa Council to order at 6:00 p.m. on July 23, 2024. With a quorum present and Mayor John Ortega absent, the council approved the meeting agenda and the July 9 minutes before moving to scheduled action items.
The council unanimously approved several fiscal items. Councilor Jason Gonzalez moved and Councilwoman Katrina Gonzales seconded approval of the FY 2024 Q4 Local BAR; all members present voted in favor. Councilwoman Louise Gallegos moved, and Councilor Jason Gonzalez seconded, approval of Resolution 2024‑17 (FY 2024 Q4 State BAR); a roll call recorded YES votes from Councilors Jason Gonzalez, Katrina Gonzales, Louise Gallegos and Brent Jaramillo. Councilwoman Katrina Gonzales moved and Councilor Jason Gonzalez seconded approval of Resolution 2024‑18 (FY 2024 Final Quarter); the roll call again recorded unanimous YES votes. Finally, Councilwoman Louise Gallegos moved and Councilwoman Katrina Gonzales seconded adoption of Resolution 2024‑19, the FY2025 final budget; roll call showed YES from all four councilors present and the resolution was adopted.
During the administrator report, Village Administrator Karen Shannon told the council that the FY24 audit has begun and that the village received a hardship grant. Shannon also reported staff activity: Russell Gallegos and Alfredo Lopez from the utility department attended excavation training in Taos, and Raynelle Sanchez‑Cordova and Kate Inglis attended the Gila Fire response. Shannon said that "Jake and John" will travel to Santa Fe to review vehicle options related to the grant. Mayor Pro‑Tem Jaramillo asked staff to check cellular service near the Village of Questa sewer plant.
The public comment period was opened and closed at 6:02 p.m. with no speakers recorded. There were no matters from the mayor or councilmembers reported during the meeting. The meeting was adjourned at 6:20 p.m.
