The Plan Commission unanimously approved final site-plan and architectural review for solar installations at the East Terrace Apartments, 801 Northeast Avenue. Planning staff described a rooftop solar array (about 9,000 square feet) and two parking-lot carport arrays (about 1,600 and 3,000 square feet) that will be mounted on poles and provide a minimum 14-foot vehicle clearance.
Staff noted the arrays required a variance because part of the parking area is located in a side yard; the Board of Zoning Appeals had approved that variance. Commissioners asked whether staff knew how much of the building’s electrical load the arrays would offset; staff said the applicant did not provide that calculation at the meeting. Commissioner Alders/Wells (S6) successfully requested a condition that trees be maintained or replaced if removed to preserve landscaping, in addition to the usual city-department comments. The motion to approve with these conditions passed on a unanimous voice vote.
City staff will require the project to address engineering and fire-department comments before permits are issued.
