The Portal City Council on Feb. 4 approved year‑end transfers and amendments to the 2024 budget, accepted routine financial reports and reviewed bills for January and February.
Auditor Kaydee Smith presented the 2024 financial statement and moved forward the recommended year‑end transfers and budget amendments; Tamara Rudland moved to approve and Kenneth Evenson seconded. The minutes record the motion carried by voice vote. The council also approved the meeting minutes for Jan. 9 and Jan. 16 and accepted the financials as presented earlier in the meeting; motions were recorded as "All in favor; motion carried." The minutes list bills and payments for January and February but do not include an aggregate total.
In operational updates, Auditor Smith reported the city used 499,000 gallons of water in January and said the curb stop at 211 Dakota Street needs repair; staff plan to attempt restoration using a hydrovac when weather permits. Council discussed 90‑day delinquency notices and directed that a reminder notice be placed on one resident’s door. The council reviewed a letter from the law firm Fiesel Law regarding abandoned vehicles on Lots 10 and 11, Block 2, Metzger’s 1st Addition and directed the auditor to contact the city attorney about empty trailer houses not hooked up to city services. The meeting adjourned at 4:39 p.m.
