Union City seeks up to $100,000 in CDBG funds to repair sinkholes, pipe at Municipal Lot #1

Union City Borough Council voted on Sept. 16 to authorize submitting an application to Erie County for Community Development Block Grant (CDBG) funding of up to $100,000 to cover part of stormwater-system repairs at Municipal Lot #1.
Streets Supervisor Bob Phillips reported that borough staff had identified sinkholes in Municipal Lot #1 and recommended initial repairs that include filling the sinkhole, replacing approximately 10 feet of pipe and installing a new catch basin. Phillips said the borough will perform smoke-and-dye testing of the storm system after those repairs are completed and is awaiting price quotes from JT Patching & Paving and Cross Paving to repave the disturbed areas. He said businesses near the lot and the UCVFD will be notified once smoke testing is scheduled.
Councilor Steadman moved to approve submitting the CDBG application for up to $100,000; Councilor Osborn seconded the motion and it carried unanimously. Councilors also approved the general repair approach and directed staff to pursue contractor estimates and schedule the smoke-and-dye testing after the immediate pipe and catch-basin work is done.
The council did not specify a construction start date at the meeting; staff said they would return with quotes and scheduling details once bids are received.
