Portal to advertise revised sewer ERR, sets Sept. 3 public hearing; lead service line inventory completed

The Portal City Council voted Aug. 6 to advertise a revised Environmental Review Record (ERR) for a sewer-lining project and set a public hearing on the revised ERR for the Sept. 3 council meeting.
Councilor Kenneth Evenson moved to advertise the revised ERR; Councilor Tamara Rudland seconded and the motion carried. A separate motion to set the public hearing was moved by T. Rudland and seconded by L. Fitchner; that motion also carried. The minutes record the ERR has been received and is awaiting in-house review.
Separately, the minutes note that Ackerman Estovold’s contract with the NDDEQ for the initial phase of the Lead Service Line Inventory has been completed and that a copy of those documents was provided to Auditor Kaydee Smith. Auditor Smith stated it is the city’s responsibility to maintain the records and to update service-line material information whenever work exposes a service line for identification. Auditor Smith also recorded a recent meeting with Bryce from NDDEQ for a three-year review.
Next steps: staff will advertise the revised ERR as directed and hold the public hearing on Sept. 3. The city will keep the lead service line inventory records on file and update them as field work exposes service-line material.
