Portal City Council approves minutes, financials and two building permits; requires full payment for reconnected utilities

The Portal City Council on Sept. 3 approved the Aug. 6 meeting minutes and the presented financial statements and carried motions to approve two building permits for parcel 8374000.

On a motion by Councilmember Lorie Fitchner, seconded by Kenneth Evenson, the council approved the minutes. The same pair moved and seconded approval of the financials; both motions were recorded in the minutes as carried 'all in favor.' The meeting was called to order at 4:07 p.m. by Mayor Lisa Smith and adjourned at 4:33 p.m.

The council then approved two building permits tied to parcel 8374000. Permit #2024-2, a $50 permit, was approved for a residential single-wide trailer house, and permit #2024-3, also $50, was approved for a 10-by-12-foot storage shed. Both motions were made by Lorie Fitchner and seconded by Kenneth Evenson and were recorded as carried 'all in favor.' Councilmembers asked Edward Perez about an old trailer that is partially sitting in a city alley; Perez said he sold the unit and the current owner will be notified to remove it.

During discussion of delinquent utility accounts, a resident whose service had been disconnected asked if partial payment would restore service. The council confirmed that disconnected utilities must be paid in full before service is restored.

Auditor Kaydee Smith listed the bills and claims presented for August and September as recorded in the minutes. The council set its next regular meeting for Oct. 1, 2024, at 4:00 p.m. at the Community Center in Portal.
