Portal council authorizes sanitary sewer agreement, sets delinquent-water rules and nuisance-mowing fee

The Portal City Council authorized Mayor Lisa Smith to sign a Community Development Block Grant (CDBG) sanitary sewer general agreement service contract with Municipal Pipe Tool Company after a motion by Tamara Rudland and a second by Kenneth Evenson; the motion carried unanimously and Mayor Smith signed the agreement.
Citizen Patrick Samson told the council that contractors from Ackerman-Estovold have been going door to door to help residents identify their water service lines as part of the Lead Service Line project outreach. Auditor Kaydee Smith reported the city used 399,000 gallons of water in March and said maintenance worker Ricky Smith shut off one resident's water at the resident's request.
On delinquent accounts, the council directed that 90-day reminder notices will be placed on resident doors and posted on Facebook; accounts not paid in full by April 11 at noon will have water service shut off and will not be restored until the balance is paid in full. The council also approved charging $200 per city lot for city mowing under City Ordinance Chapter 12 Article 1 Nuisances -121.01010(1)(b)(iv) (motion by Tamara Rudland, seconded by Lorie Fitchner, carried).
The measures bundle contract authorization, outreach and utility-collection steps the council said are intended to advance municipal infrastructure work and reduce delinquent account burdens.
