Portal council awards CDBG sewer contract, advances related infrastructure work

The Portal City Council voted March 4 to accept a $216,582.85 bid from Municipal Pipe Tool Company for the city’s CDBG-funded sewer project and advanced related infrastructure work.
Patrick Samson, a city staff member who briefed the council, said sewer bids came in lower than expected and recommended awarding the contract. Councilmember Tamara Rudland moved to accept the bid; Kenneth Evenson seconded, and the motion carried unanimously.
The council approved a revised scope for the sewer work: staff will televise all sewers within city limits and up to about 2,800 feet of pipe, and any pipe lining will be determined based on the televising results. Samson told the council the televising will inform which pipes require lining and that project details will be adjusted once those inspections are complete.
Samson also updated the council on related CDBG work on the city’s gas project. He said a meeting was held with MDU and NPL and that NPL intends to begin construction when weather permits. Samson said contracts will be signed by Mayor Lisa Smith and that staff will apply for an additional $158,000 in State CDBG funds after staff member Shirelle identified the opportunity.
In a related infrastructure item, the council authorized consultant Ackerman‑Estvold to proceed to phase 2 of the Lead Service Line Inventory. Samson said phase 2 will involve door-to-door surveys and is likely to conclude by the end of the month.
The actions approved at the meeting set contracting steps in motion; staff indicated construction timing depends on weather and completing required inspections and contract signatures.
