Portal City Council approves minutes and financials, authorizes sewer-replacement bid

On Jan. 9, 2025, the Portal City Council approved the minutes from its Dec. 2, 2024 meeting and the city's financial statements, and authorized advertising a sewer-replacement project with a bid opening date of Feb. 28.
Tamara Rudland moved to approve the Dec. 2 minutes; Lorie Fitchner seconded and the motion carried. Rudland also moved to approve the financials as presented; Kenneth Evenson seconded and that motion carried as well. Later Rudland moved, and Evenson seconded, to grant permission to advertise the sewer replacement project with a bid-opening date set for Feb. 28; the motion carried.
Patrick Samson told the council the opening bid date for the gas project is Jan. 17 and that MDU plans were still pending. The council also recorded that Ackerman received a work order to begin Phase 2 of Portal's Lead Service Line Inventory; the plan described door-to-door visits asking homeowners to inspect visible service pipes.
Auditor Kaydee Smith presented operational numbers for November, reporting the city used 434,000 gallons of water and that Pump 1 ran 23.8 hours while Pump 2 ran 20.7 hours.
The council set the next regular meeting for Feb. 4, 2025 at 4:00 p.m. at the Community Center. The sewer project will proceed to formal bidding with a Feb. 28 bid opening; staff were directed to publish the advertisement and follow procurement procedures.
