Union City Council approves pipe repair, easements, property purchase and meeting schedule change

At its Aug. 13, 2024 meeting Union City Borough Council unanimously approved a $22,295 pipe repair at Municipal Lot #1, retroactive and new easements for catch basins and a kayak/canoe launch, a $500 property purchase for Municipal Lot #3, subdivision approval on West High Street, and the 2024 pension MMO figures.
Union City Borough Council on Aug. 13, 2024 approved a series of infrastructure and property actions, set a new meeting schedule for the fall and approved pension minimums.
The council authorized Mansfield to repair a sinkhole and replace approximately 10 feet of 24‑inch clay pipe, reconnect pipes and install a larger catch basin at Municipal Lot #1 for $22,295 after consultant and engineer recommendations. Councilor Steadman moved and Councilor Osborn seconded the contract approval; the motion carried unanimously.
Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street tied to a PennDOT catch basin installation. Under the agreement the borough will install a catch basin and accept responsibility for two basins and about 60 feet of connecting pipe; the property owner will dig and maintain a ditch and install the connecting pipe. Councilor Osborn moved and Councilor Kerns seconded the retroactive easement motion; motion carried unanimously.
The council approved the 2024 minimum municipal obligation figures the borough received for 2025: a required payment of $48,029 for the non‑uniform pension and $0 for the police pension. Councilor Joyce moved and Councilor Kerns seconded approval of the MMO figures; motion carried unanimously.
A subdivision request to combine a portion of 92 West High Street into 88 and 90 West High Street was approved after Erie County Planning had approved the survey maps; Councilor Osborn moved and Councilor Kerns seconded the subdivision approval.
Council approved a retroactive purchase of a small parcel adjoining Municipal Lot #3 from the owner of 8 South Street for $500, pending completion of a survey and solicitor paperwork. The solicitor is preparing the purchase documents. The council also approved an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek; the launch will be funded by the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council.
Administratively, council agreed to change regular meeting days for September through April to the first and third Monday of each month at 6:30 p.m.; the next meeting was scheduled for Aug. 27, 2024 and, because of Labor Day, the following meeting will be Sept. 16, 2024. The meeting was adjourned at 7:06 p.m.; a post‑meeting executive session ran 7:06–7:52 p.m. with no action taken.
