Union City council approves storm sewer repairs, awards trail project and adopts broadband resolution

Council moved quickly through routine business before addressing infrastructure needs. Councilor James Kerns moved and Councilor Steadman seconded a motion to accept Mansfield’s $5,000 quote to repair and reconnect pipe at a sinkhole in Municipal Lot #1; the borough will provide pipes and fittings (an estimated $5,000) pending no other problems. The motion carried unanimously. Streets Supervisor Bob Phillips had reported crews placed roughly 400 gallons of dye into a storm drain near Hogan’s Alley and that dye is entering sanitary lines leading to Municipal Lot #1; he said crews would run camera inspections, including toward the Salvation Army end, to pinpoint the issue.
Council also opened and awarded bids for the Devereaux Park/French Creek Trail project. Vavala Concrete submitted the low bid of $84,774; Councilor Osborn moved to award the contract and Councilor Steadman seconded, and the motion carried unanimously.
On records policy, Solicitor Wachter recommended clarifying language about anonymous Right-to-Know requests. Councilor Osborn moved and Councilor Steadman seconded an update to the borough’s Right-to-Know Rules and Regulations to address anonymous requests; the motion carried unanimously.
Council adopted a resolution authorizing an application to the PBDA for Broadband Ready Community designation and appointed the Erie Area Council of Governments to serve as the borough’s municipal broadband champion. The minutes note a public meeting on broadband earlier that evening had no public attendees. Councilor Kerns moved the broadband resolution, Councilor Winkler seconded, and the vote was unanimous.
Council also reviewed amendments to the parking and zoning ordinances; it agreed to advertise the parking changes and to send the revised zoning ordinance to Erie County Planning and Union Area Planning for comment before advertising.
