Council approves two building permits; accessory-structure disputes end without action

During the regular meeting on Oct. 1, 2025, the Pick City Council approved building permits for Lee Little and Jon Craven. Council member Reiser moved to approve the permits and Council member Westman seconded; the motion carried.
Council reviewed the city's zoning ordinance language defining an "accessory building or structure," which the minutes record as a portion of the main building or a subordinate structure on the same lot. Two situations were raised: a connex container moved onto a lot where an old trailer had been removed (owner Scott Hobbs) and a garden shed placed on an extra lot by Ryan Gullick. In both cases the discussion concluded without motions, and neither item advanced.
City Attorney Mark Kaffe r briefed the council on ongoing enforcement matters that relate to property maintenance: he said he would contact Western Health and the State Attorney regarding nuisance and properties without water. He also reported a resident intends to contest a formal fireworks complaint. In one infrastructure matter, Attorney Kaffe r told Donny Wald the city will not proceed with annexing a portion of his property until required infrastructure is completed.
The council took no substantive zoning action beyond approving the two building permits; contested accessory-structure matters remained unresolved.
