Board gives county attorney direction on New Hampton Phase 2 water-main after developer pitch

Jonas Shugrath, owner of New Hampton Transfer and Storage, told the Chickasaw County Board of Supervisors on July 20 that seven contractors submitted bids for Phase 2 of a proposed water‑main project, ranging roughly $235,300 to $434,285.
Shugrath said the extension would improve fire protection, strengthen public water infrastructure and support future commercial growth on the north side of New Hampton. “It established a true market cost of the project,” he told the board, and said the city has indicated willingness to split the project 50–50 and to consider a 28E intergovernmental agreement with the county.
Board members discussed route adjustments, easements, potential 28E terms and whether county betterment or local option sales tax funds could be used. The board asked for engineering plans and legal documents and reached consensus to proceed cautiously: Supervisor Scott moved, and Supervisor Travis seconded, a motion directing the county attorney to share a draft 28E agreement with the New Hampton city attorney and report back pending the city’s action. The motion passed with four ayes and one abstention.
No dollar amount was set; supervisors said the county could consider using the county betterment fund or a future budget amendment if the city’s decision and the engineering documents justify participation. Staff will circulate full engineering documents and the draft agreement to supervisors and the county attorney will coordinate with New Hampton’s city attorney.
Next steps: the county attorney will deliver the draft 28E to New Hampton tonight per the board’s direction, engineering documents will be provided to county staff, and the board will revisit a funding number if the city votes to move forward.
