Council extends residential-development moratorium 90 days while new UDO is finalized

Lancaster County Council voted to extend the county’s nine-month residential development moratorium for an additional 90 days while staff completes the Unified Development Ordinance (UDO).
Planning staff said the extension is requested because the county is close to completing the new UDO and expects the draft to reach third reading by Oct. 12; the extension would run through Nov. 9, 2026 unless the UDO is adopted earlier. "We're hoping that will be completed with third reading Oct. 12," planning staff said. Council approved the extension by roll call after limited discussion.
Council members asked about the moratorium start/end dates and staff confirmed the current moratorium ends Aug. 10 and the extension would go until Nov. 10 under the counting discussed in the meeting. Staff also noted the moratorium lifts immediately if the UDO is adopted before the extension expires.
