Residents press Greenberg board over partial paving and unclear ownership of Healy Avenue

Residents used the public-comment period at Wednesday’s Town of Greenberg meeting to press officials over partial paving and maintenance on Healy Avenue, saying the condition has created hazards for drivers and emergency responders.
Andre Petrenko, who said he lives on North Hilly Avenue, described sections of Healy Avenue where one side was paved and adjacent portions remained dirt or in poor condition. He said erosion and debris from an adjacent park had made parts of the road hazardous and said emergency vehicles were once forced to detour because of the unsafe condition.
Town staff responded that the town is legally prohibited from repaving private roads with public funds and that there is a portion of Healy that is public and therefore eligible for repair while another portion is private. Officials said a local highway inventory list is scheduled for review at an upcoming work session and will be made official at a public meeting, likely in October or November.
The board asked residents to submit documentation and said staff would follow up to clarify ownership and maintenance responsibilities.
