Finance committee postpones Barr Foundation planner decision, approves $360,000 Mass Save grant transfer

The finance committee postponed a decision on whether a Barr Foundation grant-funded transportation planner should be administered by the Department of Public Works or Planning & Economic Development. DPW Commissioner Patrick Hale (S20) and CFO Troy Clarkson (S9) said the grant language and conversations with the Barr Foundation pointed toward the planner belonging in the planning office, but several councilors said they lacked backup materials and worried about housing the position in a department they described as "in flux." Councilor Farwell asked staff to consult the Barr Foundation and moved to postpone the item to the committee's August 17 meeting; the motion passed.

Separately the committee considered transferring administration of a Mass Save municipal energy-manager grant (about $360,000) from DPW to Planning & Economic Development. The CFO and commissioner explained prior approvals and staffing changes; councilors questioned the remaining grant balance and whether the position had already been filled. After discussion the committee approved the transfer.

Record: The Barr Foundation item was postponed to August 17 for additional documentation and a written clarification from the Barr Foundation about which office must administrate the planner. The Mass Save transfer passed by voice vote.

Next steps: Staff will contact the Barr Foundation for written clarification and return to the finance committee on August 17; the Mass Save transfer will move forward to implementation in Planning & Economic Development.
