Board remands proposed duplex/short-term lodging at 1203 Lyle Place to planning commission after neighborhood concerns

The Village of Lisle Board on July 20 remanded to the Planning & Zoning Commission a special-use application for 1203 Lyle Place after neighbors and trustees raised concerns about short-term lodging and neighborhood impacts. Director Smetana told the board the Planning & Zoning Commission had recommended denial 6–0 at prior hearings and that the applicant indicated during public comment a desire to withdraw the short-term lodging request.
The decision came after resident Catherine Mazzolini told trustees the proposal failed to meet four required criteria, raising unanswered questions about parking, fire safety, occupancy limits and day-to-day property management. "Introducing transient short term lodging creates a real concern about noise, traffic, safety, disruption that have not been addressed adequately," Mazzolini said.
An applicant representative told the board they had submitted the requested parking documentation and planned to pursue conversion to residential duplex use rather than short-term rentals. Director Smetana said duplexes in the B-3B zoning district require a special-use permit but would limit rentals to 30 days or more if approved.
Trustees said the change in the applicant’s stated intentions warranted additional review by the Planning & Zoning Commission. One trustee said remanding the item would allow the applicant more time to work with staff and neighbors; another agreed it was appropriate because the plan under consideration at the commission differed from the version now presented at the board. The board then moved to remand the matter; the motion passed on roll call.
Next steps: the matter will return to the Planning & Zoning Commission for further hearings on the revised application. No final approval or denial of the special-use permits was made at this meeting.
