Boulder council approves 10% raise for city administrator, directs surplus toward pool loan

The Boulder City Council approved a 10% pay increase for City Administrator Brian Bullock during a budget workshop on Aug. 12, 2024, and asked the clerk/treasurer to budget for a possible additional 10% increase. The council met with city staff and the city accountant to review draft FY2024/2025 mil calculations and the proposed budget.
Clerk/Treasurer Rosemary Perna presented two spreadsheets with mil calculations and said that to reach a 50% general fund reserve the city would need to spend more of the general fund budget, framing the council’s allocation decisions. Perna also said she had temporarily cut the roads and streets line in the draft; the council agreed to appropriate the money back to restore the roads and streets budget to prior levels.
Council members noted that the vacancy in the Community Improvement Coordinator position had reduced personnel costs and explained much of the apparent surplus in the draft budget. The council and Mayor Russell Giulio directed that any extra funds be used to pay down the Boulder Veteran's Memorial Pool loan.
Perna reported that, despite significant cuts proposed for the water and sewer funds, projected expenditures still exceed projected revenues. City Accountant Michael Blakeley, participating by video, stated that the water and sewer funds are enterprise funds and "did not need to be budgeted by state law," as discussed in the workshop; the minutes do not cite a specific statute.
Perna said she will make the requested changes, meet with Accountant Blakeley, and prepare for the public hearing on the draft budget scheduled for Monday, Sept. 9, 2024. The workshop, recorded in the minutes as beginning at 5:01 p.m., concluded at 6:13 p.m.
