Boulder council gets progress report on water projects; Well 4 testing looks promising

City Engineer Elly Schmeltzer told the Boulder City Council Nov. 18 that testing of Well 4 is promising and that site work is underway as the city pursues its water-right yield of about 400 gallons per minute.
Schmeltzer said the appraisal required by the state for an easement for Well 5 arrived the same day; the city will begin negotiations with the property owner and then present the easement to the Montana Board of Land Commissioners. She said Well 5 has been approved and will be ready to go out to bid once those two steps are complete. For Phase 2 of the water system improvements, geotechnical work is under way in preparation for a new water tank.
Schmeltzer told council members the projects are proceeding within the current budget projections and that she anticipates some form of loan forgiveness for the two loans the city expects to take to fund the work. Councilmembers did not take further action on the water items at the Nov. 18 meeting; an easement item for Well 5 had been removed from the agenda because DPHHS easement documents were not ready.
The engineer’s update leaves three near-term tasks: continue Well 4 testing and site work, complete negotiations and state filings for the Well 5 easement, and complete Phase 2 geotechnical work so that tank construction can be put to bid.
