Planning Services Director Wally Wormott described site conditions (a former quarry site with steep bluff), the effect of R2A zoning (permits duplexes, townhomes and smaller lot sizes down to 25 feet), parking and sidewalk requirements, and notification efforts to property owners within 200 feet. Wormott said the Zoning Advisory Commission recommended approval 5–0 and summarized public input — two inquiry calls and attendance by Dorothy and Ralph Keeler, who opposed based on traffic and parking concerns; the adjacent homeowner at 333 Valeria elected to remain R1.
Council members discussed setbacks, parking requirements (two off‑street spaces per dwelling unit), and neighborhood compatibility. One council member noted the property had sat idle for nearly 100 years and welcomed the prospect of infill housing. The council suspended the three‑reading rule, voted to waive readings, and then approved final passage of the ordinance by roll call, 7–0.
The ordinance allows increased density through duplexes or laterally attached townhomes consistent with R2A bulk regulations; staff noted future site plan review and possible variances would be handled through the zoning board of adjustment if required.
