Deltona adopts micromobility ordinance to regulate e‑scooters, e‑bikes; committee review planned

The Deltona City Commission on July 20 adopted Ordinance 02-2026 on second and final reading to update Chapter 66 (Traffic and Vehicles) with regulations for micromobility devices in accordance with state law. Commissioner Novick moved for adoption and Commissioner Howington seconded; the motion passed 7–0.
The ordinance includes an explicit ADA provision to ensure that assisted mobility devices for individuals with disabilities are not restricted and that enforcement will be consistent with the Americans with Disabilities Act. Residents who spoke during public comment suggested adding helmet requirements and enforcement coordination with the sheriff’s office; several commissioners supported getting the ordinance on the books quickly while routing it to the ordinance review committee for additional detail and enforcement language.
Next steps: The ordinance will be forwarded to the ordinance review committee for possible expansion and refinement per commission direction; staff will coordinate enforcement and public education prior to the school year.
