The planning board reviewed a steep-slope permit work session on Sept. 3 for a retaining wall behind a small commercial building at 414 Central Park Ave South.
Elliot Senior, a surveyor and engineer, said the owner began removing soil to prevent repeated flooding into the building after years of downslope material collecting behind the structure. The building department issued a violation when that excavation changed the slope; the applicant now proposes a 4–5 foot retaining wall about 20 feet from the building, regrading behind it, and new shrubs and trees atop the wall to stabilize the slope.
Senior said the disturbed area will be dressed with ground-cover to reduce erosion, and the flat area behind the proposed wall will be gravel for low maintenance. He further noted proposed bollards to protect a gas-meter at the front corner while construction is underway. The building inspector will follow up on use/occupancy and code compliance as part of the file.
Board members asked for updated planting plans, stabilization details and confirmation that the work would not affect a nearby parking lot or the piped watercourse reportedly mapped by DEC. Staff indicated a Sept. 29 public hearing would allow the board to consider final action pending revised plans.
