Planning commission recommends Woodland Ridge rezoning and preliminary plat to city council

The Spring Hill Planning Commission voted unanimously to recommend that the city approve the Woodland Ridge rezoning to an RP-1 planned district and the preliminary plat for a 158-lot single-family subdivision on roughly 58.87 acres near 207th and Woodland Road.
Staff told commissioners the RP-1 rezoning is intended to allow modifications from base district standards while preserving design expectations. The staff report described requested deviations including reduced minimum lot areas (down to about 6,400 sq. ft. where the base R-1 minimum is 9,000 sq. ft.), narrower front setbacks (25 ft. rather than 35 ft.) and a requested 5-foot side-yard setback. Staff said it would not support deviations without public benefit and identified concessions from the applicant: substantially more than the 15% required open space, active amenities such as playgrounds, a pond, trails, additional trees along Woodland Road and 5-foot sidewalks on one side of the street.
Applicant Harold Phelps of Phelps Engineering and Caleb George of Chris George Custom Homes said the project intends to move away from duplex development and provide freestanding single-family homes to match neighborhood preferences; they said several builders could build within the development and that basements would be typical for the product. Harold Phelps noted the applicant will dedicate half the needed right-of-way for Woodland Road at final plat.
Commissioners pressed staff and the applicant about whether the conceptual elevations and materials should be more tightly defined at rezoning versus final plat, and whether homeowner association covenants or a draft of CCRs should be provided before final plat approval. Staff noted that RP-1 is intended to pair rezoning and a concept plan at the preliminary stage and that final permits and permit-tech reviews will ensure individual homes meet the approved design motifs; staff said the commission could table the application if it wanted more detailed material standards, but the commission voted to recommend approval with the conditions in the staff report.
The commission’s recommendation sends the application and staff conditions to the city governing body for final action and for required permits and plats to be recorded if approved.
Next steps: applicant to provide final-plat submittals (including the dedication of right-of-way) and, where required, any HOA/CCR drafts and final elevations for staff review during the permit or final-plat stages.
