The witness criticized the Senate's pace, saying that "our friends and colleagues across the rotunda have yet to report any appropriations bills out of the Senate Appropriations Committee," and accused "political gamesmanship from the left" of stalling the process. The witness warned that, given current circumstances, Congress would likely need to enact a continuing resolution before Sept. 30 to avoid a government shutdown at the start of fiscal year 2027.
Describing H.R. 9770 as a "clean CR," the witness said the measure contains no "poison pill riders" and would fully fund government operations, including "our military and defense needs, support for our veterans, and critical services for our constituents like roads, parks, childcare, water projects, infrastructure improvements, scientific research, job training, and countless others." The witness said passing the bill in July would ensure the House's position is clear before the August district work period and would sustain services through the November election and into early December.
The witness closed by reiterating support for continuing the FY2027 appropriations work and inviting members' questions; no roll-call vote or formal committee action on the resolution was recorded in the transcript.
