Raton trustees split on state policy advisories; webcasting and public-participation rules fail
Summary
Trustees voted July 30 on eight state Policy Advisories. The board narrowly approved advisories on board education (238), executive-session rules (240) and superintendent contract timing (245) while rejecting proposals that would have required live webcasts (239), broadened notice posting (241), changed minutes posting timing (243) and required public participation during live broadcasts (244). Advisory 242 (agenda link to broadcast) passed unanimously.
The Raton Board of Education voted on multiple state Policy Advisories at its July 30 meeting, producing a mix of narrow approvals and several rejections.
President Jason Phillips introduced Advisory No. 238 (BBA) on board member education and training; Trustee Ryan Boone moved to approve and the measure passed 3-2 (Boone, Phillips and Ferri yes; Walton and Kamp no).
Advisory No. 239 (BE), described by Phillips as a state requirement that districts provide live webcasts of board meetings and make recordings available online, was proposed but failed on a 4-1 vote with only Phillips in favor. Advisory No. 240 (BEC), which clarifies what may be discussed in executive session, passed 4-1. Advisory No. 241 (BEDA) on 24-hour posting of meeting notice failed 4-1, while Advisory No. 242 (BEDBA) requiring an agenda to include a link to any live broadcast was approved unanimously 5-0.
Advisory 243 (BEDG), which addresses the timing for posting approved minutes, failed 4-1. Advisory 244 (BEDH), requiring public participation during a live broadcast by submitting verbal or written comments, was rejected in a 5-0 vote against. Advisory 245 (CB), limiting board power to extend or terminate a superintendent's contract during the post-election period, passed 3-2.
