The Boulder City Council on Aug. 19 approved short-term municipal support for the community childcare building operated by Southwest Montana Youth Partners, agreeing to pay the facility’s alarm, water and sewer, electric and landscaping costs during a two-year trial period through Sept. 1, 2026.
Southwest Montana Youth Partners Executive Director Rochelle Hesford outlined the building’s history and the organization’s goal of making childcare affordable for working parents. Mayor Russell Giulio proposed that the city fund those ongoing service costs for the duration of the trial and that the expense be budgeted at $4,000 per year for two years.
Councilmember Mike Taylor moved to extend payment of the services through Sept. 1, 2026; Patricia Lewis seconded the motion. The motion carried with three aye votes; Councilmember Drew Dawson abstained from the vote because he serves on the board of Southwest Montana Youth Partners.
City staff and council members emphasized that this is a trial-period operational subsidy, not a permanent programmatic commitment, and that the council will revisit the arrangement before the trial ends. No contract amount beyond the annual budgeted figure was specified in the meeting minutes. The council did not take a separate formal vote to transfer operation or ownership of the building to the city.
Next steps noted by council and staff include monitoring costs during the trial and returning the matter to the council for further consideration before Sept. 1, 2026.
