The License Committee voted to recommend to common council a temporary outdoor beer garden and premise extension for Cactus and Company at 1610 11th Street to allow additional outdoor space for a fundraiser connected to a recent fire.
Administrator Windy introduced the late request and said organizers and local patrons wanted to host a fundraiser "to support them with the recent fire." Staff said the request sought to extend the premise into three stalls in front of the sidewalk café to provide more outdoor space if patron numbers grew.
Public-safety considerations were central to the discussion. Windy said she had consulted police and the fire chief; one recommendation tied to the special event permit would be to close the outer south-side lane of the Square to prevent vehicle traffic from passing directly by the licensed area. She said the city would provide barricades and traffic-control vehicles; Main Street would provide barricades around the stalls themselves. "So the the the actual area where people can be with their beer or drink would be just those 3 stalls," Windy said.
An agency official raised concerns about pedestrian flow if the sidewalk were blocked, saying it could create a bottleneck that funnels people into the street and make it difficult to preserve a five-foot walkway: "We think that that's just gonna end up being a a pit of people and they're gonna people are gonna walk around and end up in the street anyway." Staff responded that closing the street would allow people to circulate around the area.
After clarifications about barricades, perimeter limits and pedestrian flow, a committee member moved to approve the temporary outdoor beer garden and premise extension; another member seconded the motion. The clerk called the roll and members voted aye; the committee recommended approval to the common council. The committee did not record additional conditions in the discussion; the recommendation moves to council for final action.
