Council moves mural rules back for edits, adopts application fees

The Petoskey City Council on July 20 discussed proposed amendments to the murals ordinance and asked staff to revise the draft so neighbors get notice earlier in the Art Commission review process.
Staff explained the change proposed by the Art Commission (to consider murals on alleys and unpainted surfaces under the commissions review) and noted the current ordinance only requires a notice after mural approval. Council members favored posting notice at the mural site in advance and listing the proposed mural on the Art Commission agenda; council directed staff to return with revised language requiring a 14-day site posting and typical agenda notice rather than a newspaper mailing requirement that could delay decisions.
Council then considered related policy and guidelines; staff said those documents will be updated to reflect any ordinance changes. The council adopted a separate resolution to set mural application fees; that resolution passed unanimously.
