Board tables roofing contracts after asbestos discovery and a low bid

The board considered bids to replace roofing and roofing deck on the quad and admin buildings after pre‑bid work discovered suspected asbestos. Leroy, the district facilities director, said testing confirmed asbestos and addenda required asbestos abatement to be included in bids.
"The low bid was Summit Roofing by a very considerable amount," Leroy said, and staff noted Summit has performed other district projects and can do abatement in‑house. Board members raised questions about timing and cost, noting the proximity of a public vote in November that could change district priorities and ownership boundaries.
Trustees first voted on approving the low bid; that motion failed (vote 5–1). The board then voted to table the roofing decision until after the Nov. 5 election; the motion to table carried 6–0. Administrators said postponing the work would likely push the project into spring and that temporary repairs and monitoring would continue in the meantime.
The board asked staff to track warranty and cost‑implication scenarios if the project is delayed, and to provide a revised timeline and a risk assessment for winter weather before proceeding.
