Royston city manager reports utility projects, AMR installation and police activity
Summary
City Manager Lanier Dunn reported progress on the Natural Gas Pressure Improvement Project (about 60% complete), AMR base-station installation, near-complete raw water intake work, wastewater filter-basin construction, issuance of a Notice of Award for a Cook Street water main project, and police department activity (282 calls, 11 arrests) in January 2026.
City Manager Lanier Dunn presented the operations report for January 2026 at the Royston City Council meeting on Feb. 10. The report covered staffing, utility capital projects, public works, police activity, permits and code enforcement.
Human Resources: one patrol officer vacancy remains in the Police Department; other positions are filled.
Natural Gas: the 2025 Pressure Improvement Project is about 60% complete with work concentrated in Franklin Springs and northwest on Highway 145. Installation work on the new Automated Meter Reading (AMR) system proceeded in January with two base stations installed — one at the water tank on Bowers Street and one at the Industrial Park in Carnesville.
Water/Sewer: the Raw Water Intake Project is nearly complete pending installation of two in-ground hydrants, with materials now received and installation expected in February. The wastewater-plant filter basin concrete pours are complete. The city issued a Notice of Award to Kytle Construction and Backhoe for the Cook Street 12" Water Main Project; a preconstruction meeting will follow once the contractor’s bonds are secured. Well #3 received approval from an EPD representative to proceed to test-well drilling in about 60 days.
Public Works: a new sidewalk section on Hartwell Street was installed after removal of a large tree and stump; other sidewalk replacements are being identified. Cemetery canopy trimming is approximately 75% complete.
Police: in January the department responded to 282 calls for service, issued 36 tickets and 9 warnings, filed 38 incident reports and 4 crash reports, and made 11 arrests.
Mainstreet: Mainstreet Manager Kelly King reported the Coats & Cocoa 10K had 73 participants; donated coats were given to adult protective services. The DDA confirmed 20 events for 2026.
Building and code: one building permit (radio tower at 337 Phillips Street) and one sign permit (38 Old Elbert Road) were issued. Code enforcement sent six warning letters and removed 17 illegal signs from rights-of-way.
