Royston council approves rezoning of 21 Winn Street for two duplexes

Royston’s City Council voted unanimously on Feb. 10 to amend the Official Zoning Map and re-zone a 0.73-acre parcel at 21 Winn Street from M-1 Light Industrial to R-2 Residential. The council adopted the resolution 6-0 after a public hearing and recommendation from the Planning Commission.
Zoning Administrator Kyle Dodson told the council the parcel, located at the corner of Winn and Daniel streets and adjoining a residence to the east, is currently occupied by a single-wide mobile home that would be removed. The property owner, PREI, LLC, represented at the hearing by Fabian Refec, said he plans to subdivide the lot and build two duplexes and expects the development to produce positive economic impacts for Royston. Refec told council he intends to give city police officers and city employees first choice on the duplex units before offering them to the general public.
Councilman Fletcher Hodges made the motion to adopt the rezoning resolution; Councilman Matt Fields seconded. The motion passed 6-0. The Planning Commission met on Feb. 2, 2026, and recommended approval of the rezoning.
The rezoning changes the parcel’s allowed uses from light industrial to residential and permits the proposed duplex construction under R-2 rules. City staff noted a potential site layout was provided by the applicant; the minutes record no amendments or conditions attached to the rezoning resolution.
Next steps will be development permitting and site plan reviews under the city’s building and zoning procedures. The council did not set a construction timeline in the meeting minutes.
