Regents and legislature panel reviews dual enrollment metrics; STARS Act payments set to begin in 2028

Regents met jointly with the Education Interim Committee on Nov. 21 to review dual enrollment performance and implementation steps for HB 252 (the STARS Act) Future Ready payments.
Chase Stahl, OCHE data specialist, summarized the 2024–25 Dual Enrollment Report, reporting that 68% of dual-enrollment students continue in higher education after graduation and that in-person concurrent enrollment remains the primary modality. ‘‘Overall, the MUS dual enrollment program is displaying patterns aligned with broader national trends,’’ Stahl said.
Jacque Treaster and a panel of secondary-school and college representatives discussed workforce-aligned dual-enrollment pathways and local partnerships. Interim Deputy Commissioner Joe Thiel provided an overview of the STARS Act parameters; he said the first Future Ready payments are scheduled to go out in 2028 and that toolkits for districts should be finalized in January to clarify required steps for receiving funds.
Legislators and Regents discussed administrative capacity concerns and the need to expand slots and supports as dual enrollment and career-technical education participation grows. Representative Linda Reksten and Senator Novak urged continued collaboration to ensure districts can implement pathways and meet student demand.
Next steps: OCHE will finalize toolkits and district guidance; payments under the STARS Act are scheduled to begin in 2028, and campuses and districts will continue planning and coordination.
