Coats board approves drainage repairs, AV upgrades and final AMI meter payment

At its Oct. 10 meeting, the Town of Coats Board of Commissioners approved multiple infrastructure and budget items, including drainage repairs in the Sunny Acres neighborhood, AV upgrades for the board room and the final payment for the AMI meter project.
Town Manager Nick Holcomb summarized options to address drainage near 120 Gale Spears Dr. Barbours Grading and Construction submitted bids of $9,190 to restore the ditch and $15,911 to install a second 15-inch pipe (combined $25,101); an alternate bid from B & L Construction and Septic was $36,700. The board approved restoring the ditch the length of Gale’s property and half of an adjacent property and approved using Barbours Grading for the pipe installation. Commissioner Jerry Beasley moved the motion; Mayor Pro Tem Marc Powell seconded it. Commissioners debated a homeowner’s preference about ditch placement and discussed compromise options; the board decided to proceed and noted one homeowner could install a French drain at personal expense if desired.
The board also approved proceeding with AV upgrades for the board room based on a quote from NC Sound to add a second 75-inch monitor, wired podium microphone, four speakers and an AV rack; town staff noted the quoted work would use the building repair line item in the budget. Separately, the board approved a budget amendment of $13,472 to pay the remaining balance for the AMI meter project after credits for unused returned meters. The motion to approve the AMI payment and associated budget amendment was made by Commissioner Kelvin Gilbert and seconded by Commissioner Jerry Beasley; it passed unanimously.
Town Manager Holcomb said the waterline project should be completed in November. Finance Director Connie Lassiter reported that Public Works building renovations funded by an Harnett County pass-through grant finished $995 over budget; the overage will be covered from the Water Fund building repairs line item so no additional amendment is required.
All motions recorded in the minutes were approved unanimously.
